APPROVED by Decision No. 31 of 10 September 2013 of the Presidium of the Lithuanian Academy of Sciences
I. General Provisions
Prominent foreign researchers, whose activities are related to the Republic of Lithuania by their merit to Lithuanian science, dissemination of Lithuanian science in the world, and to the state of Lithuania and the Lithuanian Academy of Sciences (hereinafter, the Academy) may be nominated as candidates for the foreign members of the Lithuanian Academy of Sciences. The present procedure of the candidate nomination defines the conditions of the election of foreign members of the Academy.
II.Procedure of the Nomination of Candidates for Foreign Members of the Lithuanian Academy of Sciences
1. Scientific divisions of the Academy shall suggest candidates for foreign members of the Academy to the Presidium of the Academy:
2. Each scientific division of the Academy may suggest one candidate for foreign members of the Academy a year.
3. The candidate who was not granted the right to participate in the election for a foreign member of the Academy by the vote of the members of the Presidium of the Academy can be nominated the second time in the event of significant additional circumstances.
4. The scientific divisions of the Academy submit to the Presidium of the Academy a proposal to elect a candidate for foreign members of the Academy, announce the candidate, and, in writing, list the applicant’s merits to:
4.1. science of Lithuania;
4.2. dissemination of Lithuanian science in the world;
4.3. the state of Lithuania;
4.4. the Lithuanian Academy of Sciences.
5. In its support of the proposal, the Presidium of the Academy approves experts (at least two) for the evaluation of the scientific activities of the candidate for the foreign members of the Academy and the term for the performance of the expert examination. An expert shall be a full member of the Academy not related to the proposed candidate for foreign members of the Academy by working, research, educational, or kinship ties.|
6. The expert shall have the right to receive, in writing, the information necessary for the preparation of the examination to assess the suitability of the proposed candidate in accordance with the selection criteria specified in this document, from the relevant scientific division of the Academy.
III. Evaluation of the Activities of the Candidates for Foreign Members of the Lithuanian Academy of Sciences and Their Selection
7. The expert approved by the Presidium of the Academy shall submit, in writing, an expert assessment of the suitability of the proposed candidate for the election as a foreign member of the Academy to the President of the Academy. The expert thus summarises the work done: “I support the proposal to elect [the name of the candidate] a foreign member of the Academy” or “I do not support the proposal to elect [the name of the candidate] a foreign member of the Academy”. The Presidium of the Academy decides whether to approve the expert’s conclusion.
8. In performing the evaluation of the activities of the candidate for foreign members of the Academy, the expert shall take into account:
8.1. the candidate’s scientific contribution to the relevant field of science;
8.2. the candidate’s scientific and academic cooperation with Lithuanian scientists and scientific institutions: what has been done in developing research in Lithuania, mobilising scientists, consulting students, doctoral students, and other scientists without remuneration;
8.3. the candidate’s cultural activities in Lithuania and abroad for the benefit of the Lithuanian society and the community of the Academy;
8.4. dissemination of Lithuanian science, studies, and Academy’s activities in the world (public lectures, exhibitions, participation in other events including activities in organising of international conferences, involvement of Lithuanian scientists in international scientific and academic activities);
8.5. the candidate’s publications in foreign scientific publications that discuss and analyse the activities and personalities of the Academy;
8.6. the candidate’s publications (talks) in mass media, the content of which is related to the development of Lithuanian science (science policy);
8.7. the candidate’s monographs, studies, and other original work dedicated to the progress and problems of Lithuania;
8.8. the candidate’s participation in scientific events of Lithuanian scientific and higher education institutions and of the Academy, and their organization;
8.9. promotion the Academy in the world and the European Union, in their government structures and research and higher education institutions;
8.10. the candidate’s merits to the Republic of Lithuania.
9. The expert’s report may be positive when the candidate meets more than 50% of the listed criteria. Other additional merits may be raised in the expert’s comment.
IV.Consideration and Election of the Candidates for Foreign Members of the Lithuanian Academy of Sciences
10. The President of the Academy submits the expert’s conclusion to the Presidium of the Academy. The Presidium of the Academy shall reach a positive or negative decision on the nomination of the candidate for a foreign member of the Academy and proposition to elect to the members of the General Assembly of the Academy’s members.
11. After the approval of the proposed candidacy by the Presidium of the Academy, the proposal of the scientific division of the Academy, the expert evaluation, and the curriculum vitae of the candidate shall be published on the Academy’s website not later than one month before the General Assembly of the members of the Academy.
12. When the conclusions of the experts are opposite (positive and negative), the Presidium of the Academy may appoint two additional experts and either postpone the consideration or reject the proposal to elect the controversial candidate as a foreign member of the Academy.
13. The Scientific Secretary of the Academy informs the General Assembly of the members of the Academy about the received documents, additional information (if any), and the conclusions of the experts.
14. The General Assembly of the members of the Academy shall vote separately for each candidate in accordance with the procedure for the election of foreign members of the Academy established in the Statute of the Academy and the Regulation on the Election of the Members of the Lithuanian Academy of Sciences.
V. Award of the Diploma of the Foreign Member of the Lithuanian Academy of Sciences and the Badge of the Member of the Academy
15. The diploma of a foreign member of the Lithuanian Academy of Sciences and the badge of a member of the Academy shall be awarded at the General Assembly of the members of the Academy after the inaugural lecture of the elected foreign member of the Academy. The Organizational Department of the Academy shall coordinate the date of the inaugural lecture shall be with the elected foreign member of the Academy.
